While the Civil Rights Act of 1964 ended segregation across the U.S., the technology behind today’s mobile phones was invented long before that. In fact, in 1946, Bell Labs made history when it created the first working mobile phone service operating in St. Louis, Missouri — a segregated city and state. The Civil Rights Act was signed into law on July 2, 1964, by President Lyndon B. Johnson. Nearly 20 years after people were making actual calls on mobile phones.
